Admiral Gary Roughead to Join FOCUS26 as Distinguished Speaker

Former Chief of Naval Operations to discuss decision making at institutional scale, drawing on a career spanning fleet command, congressional testimony, and disaster response

Decision Lens today announced Admiral Gary Roughead, USN (Ret.), former Chief of Naval Operations, as a Distinguished Speaker at FOCUS26. The invitation-only annual gathering convenes government leaders, practitioners, researchers, and policy thinkers on Wednesday, October 28, 2026 at The Square in Washington, D.C.

Roughead served as the senior officer in the U.S. Navy and a member of the Joint Chiefs of Staff. He held six operational commands and is one of only two officers in the history of the Navy to have commanded both the U.S. Atlantic and Pacific Fleets. As the Navy's Chief of Legislative Affairs he was responsible for the Department of the Navy's interaction with Congress. He was Deputy Commander of U.S. Pacific Command during the relief effort following the 2004 tsunami in South and Southeast Asia.

He will appear in a moderated conversation on the main stage, following the opening keynote from Michael Roberto of Bryant University. Where Roberto's session sets out what research shows about institutions under pressure, Roughead's brings the practitioner's account: building a program, setting its priorities, answering for it before the people who review it, and living with what follows.

Admiral Gary Roughead, USN (Ret.) is a graduate of the U.S. Naval Academy whose naval career culminated in serving as the Chief of Naval Operations, the senior officer in the U.S. Navy.
