FEDERAL VOTING ASSISTANCE PROGRAM TAPS DECISION LENS FOR STRATEGIC PLANNING AND BUDGETING

Decision Lens, a leading provider of desktop and Web-based collaborative decision making software, has been chosen by the Federal Voting Assistance Program (FVAP) for strategic planning, budgeting and technical functionality prioritization for the organization’s mission to support overseas voting for members of the Department of Defense, the uniformed services and their dependents.

FVAP administers the federal responsibilities of the Secretary of Defense, under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) of 1986. The Director, FVAP administers the Act on behalf of the Secretary of Defense.

The Act covers more than six million potential voters, including active duty members of the Uniformed Services as well as the Coast Guard, commissioned corps of the Public Health Service, the Merchant Marine, National Oceanic and Atmospheric Administration (NOAA). Voting age dependents and U.S. citizens residing outside the United States also fall under the Act.

FVAP also administers the National Voter Registration Act of 1993, which allows eligible citizens to register to vote at 6,000 Armed Forces Recruitment Offices nationwide.

“There is an enormous communications outreach effort ongoing with all 50 states for input into and support of the FVAP process.  The states are not required to comply with FVAP in automating the voting process overseas, so having the states participate willingly can be a challenge,” explained Decision Lens CEO John Saaty.  

“With Decision Lens, FVAP can give the states input into what a technical voting system will look like and what technical requirements it satisfies,” Saaty said.  

Beyond the technical component, FVAP will use Decision Lens to structure its strategic planning and budgeting planning processes.
