Federal Technology Manager

The Federal Technology Manager works alongside both the sales and customer success organizations as a leader with domain expertise in strategy execution and portfolio planning.  Beyond the articulation of the solution’s value and applying the technology, decision methodology, and product positioning, the Federal Technology Manager should have a keen understanding of the business environment and challenges that prospective customers are facing. Employing an advisory-based and product-based sales approach, the Federal Technology Manager must align prospective customer business needs with Decision Lens’ capabilities, and have the ability to drive a proof-of-concept for the software, leading the customer prospect both through how the solution will solve their challenges and how the implementation of that solution is attainable and easily delivered through a combination of change management and customer success  services offered by Decision Lens. This person will work in conjunction with the sales team as the key trusted technical advisor and product advocate.


  • Able to rapidly assess the prospective customer’s specific challenges and connect it with Decision Lens solutions.
  • Demonstrate domain expertise in one or more of the following Target Market Areas: Federal Defense and Civilian in portfolio management including budget planning, IT, capital asset planning or similar areas; or State & Local Government including portfolio planning and programming for transportation, IT, or city and county budgeting.
  • Comfort in presenting to customers with credibility, driving the sales process through preparation and delivery of product demonstrations, Proofs of Concept (POCs), and statements of work by aligning specific prospective customer business needs with the Decision Lens’ product and services capabilities
  • Use consultative sales frameworks to understand prospective customer goals and challenges to establish Decision Lens as the best solution available
  • Maintain high level knowledge of competitive product lines, especially as it relates to technical strengths and weaknesses of the competitor's products and what strategy Decision Lens should advance to counter
  • Assist in the preparation of responses to RFI/RFP and deliver technical & sales-oriented presentations to customer’s technical staff and senior management
  • Able to document and convey customer requirements to Marketing, Customer Success, and Product Development teams
  • Able to travel throughout sales territory

Skills & Experience:

  • Bachelor’s Degree in Business, Science, Healthcare or related field
  • 5 to 7 years relevant experience in portfolio planning or budgeting, a plus would include exposure to Business Development & Software Sales
  • Experience with “Software as a Service” (SaaS) market preferred
  • Experience and familiarity with Business Analytics, Collaborative Decision Making, Data Science, Systems Engineering, Operations Research, and Change Management
  • Experience using consultative and challenger sales methodologies in a technical sales environment preferred
  • Demonstrated success providing technical sales assistance to Mid-Market and Enterprise sales teams
  • Ability to work with all levels of management including C-level
  • Excellent interpersonal and communication skills including verbal and written
  • Strong people orientation with the ability to listen, work, resolve and prioritize issues to achieve customer satisfaction
  • Experience in fast paced environment
